Implementation of the Lands Bill
2009 Washington County Growth & Conservation Act
In 2006 when the original Washington County Lands Bill was introduced that would have, among other troubling provisions, sold 25,000 acres of public land for private development, a group of concerned citizens got together and decided to advocate for a better bill. That commitment led to the creation of Citizens for Dixie’s Future (CDF). CDF, with wide-spread support from the community, worked tirelessly to make sure any federal legislation would be in harmony with the results of Vision Dixie and be in the best interests of our county. For the most part, we feel we succeed with the 2009 Bill.
Now the Bureau of Land Management (BLM) has to implement the new provisions of the Lands Bill. In June, as part of the implementation of the Washington County Lands Bill, the Bureau of Land Management (BLM) hosted scoping meetings to gather comments for the Resource Management Plans for the Red Cliffs & Beaver Dam National Conservation Areas and the comprehensive Travel and Transportation Plan that will designate roads, trails and areas for motorized and non-motorized use. CDF nominated Areas of Critical Environment Concern where biological conservation is a priority and new Special Recreation Management Areas for quiet, traditional uses such as horseback riding, hiking, biking, wildlife viewing and backpacking. July 19 ended the public scoping process for the first phase of the planning process. Hundreds of citizens and many diverse recreational groups and organizations, including CDF, submitted comments. It will take the BLM about a year to process these comments which will be incorporated into a Draft Resource Management Plan and Environmental Impact Statement. When the Draft is completed, the BLM will host another series of public meetings and citizens will have another opportunity to comment on the plan.
